Curriculum Clarity and Core Competencies
Objective: To ensure students receive a balanced education that emphasizes both skills and knowledge.
Actions:
Redefine the national curriculum to include clear, measurable learning outcomes for core subjects like literacy, numeracy, science, and social sciences.
Introduce a dual-pathway system where students can choose between a knowledge-intensive track or a skills-focused track after primary education, tailored to their interests but ensuring all receive a foundational education.

Enhancing Teacher Quality and Professional Development
Objective: To ensure teachers are well-equipped to deliver high-quality education across diverse classrooms.
Actions:
Expand teacher training programs to include mandatory modules on teaching literacy and numeracy effectively, with a focus on evidence-based practices.
Establish a continuous professional development fund, allowing teachers to pursue further education or training in areas of need, like cultural competency and modern teaching strategies.
Implement a mentorship program for new teachers, pairing them with experienced educators to learn best practices in real-time classroom settings.

Addressing Equity in Education
Objective: To close the achievement gap among different ethnic groups and socio-economic backgrounds.
Actions:
Increase funding for schools in underserved areas, ensuring they have access to quality resources and infrastructure.
Introduce culturally responsive teaching standards as part of teacher certification, focusing on understanding and integrating all our ethic groups into education.
Support bilingual education programs, to empower students with cultural knowledge alongside academic learning.

Reforming Assessment and Standards
Objective: To make assessment more reflective of true learning and readiness for future challenges.
Actions:
Revise the NCEA to include both performance-based assessments and traditional exams to better evaluate student understanding and skills.
Implement a system where students can earn credits for community service or practical skills, promoting a holistic view of education.
Review and adjust the criteria for university entrance to better align with workforce demands and student capabilities.

Combating Truancy and Increasing Student Engagement
Objective: To reduce absenteeism and foster a more engaging learning environment.
Actions:
Partner with local communities and families to establish after-school programs that both incentivize attendance and provide additional learning or recreational activities.
Develop personalized learning plans for at-risk students, involving counsellors, parents, and teachers to address individual barriers to engagement.
Introduce flexible learning options, including online or hybrid models, to accommodate students who face logistical challenges in regular school attendance.

Resource Allocation and Funding Transparency
Objective: To ensure educational funding is used effectively and transparently.
Actions:
Establish a transparent funding model where schools can apply for additional resources based on specific needs, with clear guidelines on how funds should be used.
Regular audits and public reporting on how educational funds are spent to ensure accountability and community trust.

Funding for Home-schooling:

Parents or guardians of home-schooled students will receive funding equal to the average per-pupil operational grant given to state schools, adjusted annually. This funding will be disbursed in regular instalments to cover educational costs. Parents must submit an annual educational plan and a summary of achievements to ensure educational standards are met. Special needs students will receive additional funding similar to state schools. The Education and Training Act will be amended to include these provisions, with a dedicated unit in the Ministry of Education overseeing fund distribution.

Sports and Extracurricular Activities Access:

Home-schooled students will have the right to participate in any sports event or team available to state school students, adhering to the same eligibility criteria. Schools and sports organizations must not discriminate against home-schooled students. They can join composite teams, be eligible for all awards, and access school sports facilities under the same conditions as other students. School Sport New Zealand will update rules to accommodate these students.

Monitoring and Review:

The policy will be reviewed annually, with feedback from home-schooling families to assess and adjust effectiveness.

Supporting Students with Special Needs
Objective: To provide equitable education opportunities for all students, including those with disabilities.
Actions:
Enhance special education funding to ensure schools can provide the necessary support staff and resources.
Improve training for teachers in inclusive education practices, focusing on adapting teaching methods for diverse learning needs.

Policy: Integrating Heart and Mind Education

The objective is to introduce workshops within the national curriculum for children of all ages, teaching them about the heart as the centre of emotion - where love, empathy, and compassion are felt - and the mind as the locus for thinking, critical analysis, and creativity.

This policy will implement age-appropriate workshops: for young children through stories and play, for middle childhood through discussions and group activities, and for adolescents through deeper psychological exploration. These workshops will integrate with health, wellbeing, or social sciences curricula, ensuring they contribute to broader educational objectives.

Teachers will undergo professional development to lead these sessions effectively, covering both emotional intelligence and cognitive skills. Community and parental involvement will be encouraged to reinforce learning outside school. Resources like books, videos, and digital content will support these workshops.

The focus will be on personal growth rather than grades, with ongoing assessments and feedback to adapt the program. The expected outcomes include enhanced emotional intelligence, improved cognitive development, and a more holistic educational approach, fostering students who are both academically capable and emotionally resilient.

These policies are designed to complement existing educational practices in New Zealand by addressing core issues through a combination of systemic changes, professional development, and community engagement, aiming for a more equitable, effective, and engaging education system.
